Basically, they seem to be promoting things in the vein of old fart magic. Laid back non-tournament but officially recognized play with prize support. The goal is to get new players into a format where they are not continuously outclassed by those who have been playing for some time. Wizards will continue to run the current events as well (FNM etc).
So... Basically they are encouraging casual players to come out and play Magicks. Thats a good thing.
They are also there for giving noncasual players a reason to come to casual events to win prizes (I assume product). Thats a bad thing.
I was always under the assumption that casual players didn't really have to difficult of a time getting together and playing. I am sure I could find a draft 5 nights a week if I wanted.

Wizards will officially be supporting unsanctioned formats. I.E. formally supported EDH in the store.
