Anyone have any advice on creating a smooth mana base in shards sealed/draft? I feel like i'm doing a fine job of building, but i seem to lose to my mana base regardless of how good my deck is. Maybe it's bad luck, but I feel like I must be doing something wrong...so what do you guys think? What is the correct mixture of obelisks/panoramas/tri-lands?

It reallly depends on how many and what colors you are playing.
If playing three colors that are part of the same shard, then you should be able to get a way with thee or four pieces of fixing in the form of fetches (completely on shard are best), shard land (see previous), and an obelesk (for my linking the obelesks are least desirable, unless you plan to use them for acceleration).
If playing four colors, you'll need four to five pieces of fixing with at least three (if not more) of them to come from the fetches or shard lands. This is really tentative on what you intend to do on turn two.
If you want to drop a guy on turn two then fewer fetches and more shards lands. If you want to drop a guy on turn three, then two shard lands and one or two fetches (hopefully you are not splashing for two drops you intend to play on turn two).
Beyond that I can't help much. I think most people that get out of the draft two colors and splash the third color of the shard, will struggle with their mana bases.
I have found that 16 land and 2 obelisks has worked for me in the 3 sealeds I have played.
I only play Panoramas, Shardlands, or Obelisks if they add at least 2 colors I am playing especially if it is a strong main color and my splash color.
I really think that 17 land is fine if you have 2 panoramas, otherwise I would stick with 16, especially if you have Druid of the Anima (Urborg Elf 2.0) or Steward of Valeron (WG Vigilant llanowar elf)
I have not drafted the set yet, but I believe you shouldn't need to pick a Panorama, Shardland, or Obelisk higher than 8th unless there is complete dogshit in the pack for what you are already doing, Basically because you might get something that may sway you deck's angle (Bomb).
